The Mental Health and Substance Abuse (MHS) unit supports Member States in strengthening people-centred, rights-based and sustainable approaches to mental health and substance use across diverse settings and populations.
This is accomplished by:
- Strengthening governance, leadership, financing and accountability for mental health and substance use, including national policy development grounded in equity and human rights
- Transforming mental health and substance use services towards community-based, integrated models of care delivered through primary health care, social services and community platforms
- Embedding mental health promotion and prevention into everyday life settings through multisectoral action, addressing social, economic, humanitarian and climate-related risks while fostering resilience and social connectedness
